Trump is Unconcerned 

A federal appeals court joined lower courts in blocking Trump's attempt to thwart vote-by-mail in November. But Trump can always lie and say China has infiltrated the voting system so federal agents and troops have to seize all votes as part of a phony national security emergency.
A federal appeals court is the latest to block Trump’s illegal efforts to “nationalize” the November elections. He knows he can’t count on the courts to help him rig the results, so he has other schemes to help him cheat.
